BCHS Healthcare (Surrey) Limited Partnership (BCHS) entered into a project agreement on August 28, 2008 with the Fraser Health Authority (FHA) and achieved financial close in respect of the Surrey Outpatient Facility project, a design, build, finance and maintain Public Private Partnership for a new outpatient accommodation facility to be located in Surrey, BC. The project agreement requires BCHS to design, build and finance the facility and provide facilities management services for a period of 30 years from service commencement.
The design-build obligations under the project agreement will be performed by a joint venture between Bouygues Building British Columbia Inc. and Bird Design-Build Limited.
Facilities management services will be provided by ETDE Facility Management HSO Ltd.
The $161 million financing for the project was provided by Dexia Crédit Local S.A., Depfa Bank plc and the Bank of Ireland.
FHA was represented by Bull, Housser & Tupper LLP with a team comprised of Greg Lewis, John Haythorne, Jay LeMoine, Matt Mulligan and James Wishart.
BCHS was represented by Allen & Overy LLP with a team comprised of David Slade, David Lee, Dorina Yessios, Daniel Cocker, Sonia McMillan and Erika Singer, and by McCarthy Tétrault LLP with a team comprised of Byran Gibson, Roger Taplin, Jill Pereira, Christopher McHardy, Xenia Kritsos and Jessica Beverley.
Bird Design-Build Limited was represented by Borden Ladner Gervais LLP with a team comprised of Douglas Sanders, Sean Muggah and Jennifer Archer.
The lenders were represented by Stikeman Elliott LLP with a team comprised of Michael Allen, Scott Perrin, Lewis Smith and Jamie Templeton.
