Windmill Zibi development project rezoning

On June 23, 2015, Windmill and Dream Unlimited and Domtar completed the rezoning of Domtar Inc.’s former Gatineau industrial site along the Ottawa River and its associated sale to Windmill Development Group and Dream Unlimited Corp. as part of the proposed $1 billion mixed residential/commercial Windmill Zibi development project.

On June 23, 2015, Windmill and Dream Unlimited and Domtar completed the rezoning of Domtar Inc.’s former Gatineau industrial site along the Ottawa River and its associated sale to Windmill Development Group and Dream Unlimited Corp. as part of the proposed $1 billion mixed residential/commercial Windmill Zibi development project.

Windmill and Dream’s redevelopment of the 40-acre site includes a mix of commercial and retail properties, condominium developments, a hotel, numerous waterfront parks and open spaces, and a network of pedestrian and cycling paths.

Domtar’s legal team was led by in–house counsel and VP Legal Services Ania Brzezinski, assisted by Dentons Canada LLP with a group formed of Stephen Lloyd, Ann Bigué, Alexandre-Philippe Avard, Robert Beland, Anne-Frédérique Bourret, Geneviève Lefort and Simon Gauthier in Montreal, and Paul Shantz, Michael Schafler, Mark Piel, the late Janet MacNeil, Jeremy Millard, Ryan Maynard and Robert Blunt in Toronto.

Windmill was advised by Rasmussen Starr Ruddy LLP with a team led by Robert Hurtubise. De Grandpré Chait LLP was Québec counsel to Windmill with a team led by Philipp Duffy and included Marc Rubin, Piero Biasini and Julia Portelance.

CIBC acted as lender to Windmill and Dream on the acquisition of the Gatineau portion of the development and will finance the Ontario portion when available. CIBC was advised by McCarthy Tétrault LLP with a team led by Paul Galbraith.
