Matthew is a partner in BLG’s International Trade and Investment Law Group. He specializes in cross-border compliance and dispute resolution under international trade and investment agreements and Canadian law. He represents business and government clients from around the world in treaty negotiations, trade remedy proceedings, trade and investment disputes, and transactions involving economic sanctions, export controls, and foreign corrupt practices. Matthew is the former head of the Government of Canada's Trade Law Bureau, the office responsible for advising the government on trade law and representing Canada in WTO disputes and investment arbitrations. He served as Canada’s chief counsel in free trade negotiations with the European Union (CETA), Colombia, Peru, and Singapore, and has extensive experience litigating disputes at the WTO and in investor-state disputes under the NAFTA. Matthew is appointed to Canada’s rosters of panelists under the USMCA and the CETA, is an Adjunct Professor of international arbitration at the University of Toronto’s Faculty of Law, and serves as Co-Chair of the International Bar Association's International Trade and Customs Law Committee. Recognized in Chambers Canada and Chambers Global. Called to the Bar in Ontario (1990) and New York (2000).
