Dominic Belley is a tax litigator. He is co-chairman of Norton Rose Fulbright’s Canadian tax team and chairman of the firm's pension plan. He has handled matters against federal and provincial tax authorities in civil, commercial, criminal, and constitutional matters before the Court of Quebec, Quebec Superior Court, Alberta Court of Queen’s Bench, BC Supreme Court, Ontario Superior Court of Justice, Quebec Court of Appeal, Tax Court of Canada, Federal Court, Federal Court of Appeal, and Supreme Court of Canada, on five occasions. He has argued over 200 cases on behalf of clients in seven out of 10 Canadian provinces. His areas of focus include income tax, GST, fuel tax, Aboriginal tax, land transfer duties, collection measures, protection of tax information, judicial review, and pension plans. He is known nationwide for his expertise in rectifications. He teaches at the University of Sherbrooke and HEC Montreal. He has published articles and given speeches on tax topics in Canada, the US, the UK, France, as well as the United Nations in Geneva, Switzerland. He is a member of the bench and bar committee of the Federal Court of Appeal. He is a member of the judicial advisory committee of the Tax Court of Canada for federal bench appointments.
