With over 30 years of experience dealing with commercial and procurement issues, Judy has advised clients across the globe on the full spectrum of infrastructure and public procurement issues. She has extensive experience in contracts to engage the private sector in the provision of traditional government services. She has also led a wide range of transactions to engage the private sector, including design-build-finance-maintain, operations and maintenance, and facilities management of public-sector facilities, as well as the provision of clinical services in the community-care sector. Judy is a leading practitioner in the field of alternative finance and procurement projects and infrastructure development projects in industries such as health care, transit and transportation, nuclear energy, and information technology systems. She has developed and implemented procurement and contract documentation to support a wide range of public–private partnerships (P3s), and has provided advice and legal opinions relating to procurement processes and evaluation, project risk management and mitigation strategies, project structuring, and agreements. Judy is a current member of the board of directors of Halton Healthcare Services in the province of Ontario.
On November 3, 2017, Infrastructure Ontario and Metrolinx (together, Contracting Authority) reached financial close with EllisDon Infrastructure CGS RER Inc. (Project Co) to design, build and finance the Cooksville Station Redevelopment Project, in support of the province’s Regional Express Rail (RER) program.
On March 28, 2017, the City of Hamilton signed a project agreement with Harbour City Solutions General Partnership to design, build, finance, operate and maintain the City of Hamilton’s Biosolids Management Project, with construction services provided by Bird-Maple Reinders Joint Venture, an unincorporated joint venture between Bird Design-Build Construction Inc. and Maple Reinders Constructors Ltd. and operations services provided by Synagro Hamilton Operating LP.
On June 21, 2016, the City of Winnipeg signed a project agreement with Plenary Roads Winnipeg Transitway LP to design, build, finance, (operate) and maintain the City of Winnipeg’s Southwest Rapid Transitway (Stage 2) and Pembina Highway Underpass project, with PCL Constructors Canada Inc. providing construction services.
On October 20, 2015, the City of Saskatoon signed a project agreement with Graham Commuter Partners General Partnership to design, build, finance and maintain the Saskatoon North Commuter Parkway and Traffic Bridge.
