Phuong Ngo is a partner in Gowling WLG’s Ottawa office and leads the firm’s Procurement Group. She has extensive experience advising clients — whether bidders or owners — on the laws and policies relating to public procurements. Her practice encompasses training and providing strategic legal advice on the design and conduct of procurement processes, proposal preparation, government terms and conditions, drafting procurement documentation, compliance, and representation in related litigation and disputes. She has been called to assist clients address large, complex, and unique procurement projects in major government procurements. Phuong has considerable experience representing clients in bid protests and related litigation. She is an advocate in the Ontario Court, the Federal Court of Canada, and the Canadian International Trade Tribunal.
