Senior partner and member of the firm’s Municipal & Land Use Planning Group. Leo’s practice is devoted to all areas of land use planning, development law and municipal law; representing both private and public sector clients. He regularly appears before administrative tribunals and appellate courts. Leo is Certified by the Law Society of Upper Canada as a Specialist in Municipal Law, both local government and land use planning and development law. He has received the Ontario Bar Association’s Award of Excellence in Municipal Law and the Ontario Building Officials Association’s Yaman Uzumeri International Award of Excellence. Leo has also been recognized as a leader in his field by Best Lawyers and Lexpert®. He writes and lectures often and has organized a number of professional seminars in his area of expertise. Leo is co-author, with John Mascarin, of a text on the City of Toronto Act, 2006. He is a former chair of the CBA’s National Municipal Law Section, a member of the International Municipal Lawyers Association, Ontario Expropriation Association, Lambda Alpha International Simcoe (Toronto) Chapter and a member and former Chair of the Ontario Bar Association’s Municipal Law Section.
