CBE and TELUS Enter Outsourcing Agreement

On October 17, 2005, the Calgary Board of Education (CBE) and TELUS Sourcing Solutions Inc. (TSS) entered into to a 10-year, approximately $75 million, business process outsourcing agreement for the delivery of specified human resource (HR) services by TSS to CBE.

TSS is to implement and manage new automated HR management systems for CBE, delivering a range of services including payroll, benefits, leave administration, recruitment and administrative activities related to the placement of support and temporary staff. As part of the agreement, approximately 50 unionized and non-unionized CBE employees transferred to TSS.

The CBE is the largest school district in Western Canada with approximately 96,500 students, 10,000 employees, 220 schools and an annual budget of $790 million. Formed in 2003, TSS is an affiliate of TELUS Communications Inc., and is a provider of full-service alternative HR service delivery in Canada, including payroll, occupational health and safety, HR management systems and application, technology and infrastructure consultation and support to public sector organizations across Canada.

TSS was represented by Michel Belec, associate general counsel for TELUS, and Andre Cyr, senior counsel for TELUS, with David Laird, Q.C., of Laird Armstrong acting on labour relations and employment issues.
