On August 20, 2024, EllisDon Facilities Services Inc. achieved Commercial Close and Financial Close on the Blueprint Schools Phase II project in Prince George’s County, Maryland. As the lead service provider, EllisDon Facilities Services secured a 30-year contract for the operation, maintenance, and rehabilitation of eight new schools.
The project marks EllisDon’s first public-private partnership (P3) contract and equity investment in the United States. The achievement required navigating a complex public procurement process and a detailed agreement structure. Legal advisors prepared and negotiated the Services Agreement and drop-down subcontract with the local service provider, supporting the client throughout procurement, Commercial Close, and Financial Close stages.
Valued at approximately $800 million, the Blueprint Schools Phase II project is a significant addition to Maryland’s educational infrastructure. It reinforces EllisDon’s expansion into the U.S. market and showcases innovative legal and operational solutions for P3 engagements.
