W. Thomas Barlow is a founding member and former Leader of the firm’s Infrastructure & Public-Private Partnerships (PPP/P3) practice group. He advises clients on issues of municipal law, government relations, and infrastructure and PPP. As part of his municipal law practice, Tom provides planning law opinions, applications, approvals and by-law interpretation. He also frequently liaises and negotiates with municipal and agency staff, as well as representing clients before the Ontario Municipal Board other administrative boards and tribunals. Assisting clients in the Greater Toronto Area and municipalities across Ontario, Tom has advised on matters of compliance at all court levels in Ontario and Saskatchewan, and at the Federal Court and the Supreme Court of Canada.
