Jeff is a litigation lawyer with a practice focused on energy and regulated utilities. Jeff represents utilities and market participants at the BC and Alberta Utilities Commissions on rate design, revenue requirements, contribution policy, wholesale transmission services, facility approval, cost of service, and cost of capital matters. He also represents participants in proceedings at the National Energy Board and the Northwest Territories Public Utility Board. He advises clients on a wide range of regulatory issues including those arising from buying and selling utility shares and assets; cross-border energy trade; municipal franchises; district energy systems; renewable energy development; mandatory reliability standards; and administrative penalty schemes. In 2009 he served on British Columbia’s Green Energy Advisory Task Force, and he has taught public utility regulation at the UBC law school. Jeff is recognized in The Best Lawyers in Canada for energy regulatory law and by Benchmark Canada for energy and natural resources litigation. He was also named energy regulatory law lawyer of the year in Vancouver for 2013 by Best Lawyers. Jeff is a member of the law societies of British Columbia, the Northwest Territories and Alberta.
