François Tougas is co-Chair for transportation and co-Chair, BC, competition. His competition/antitrust practice includes merger notification and compliance, acting as advisory counsel in conspiracy/anti-cartel and distribution practices, representations before the Competition Bureau (Canada) and foreign investment regulation. He has in-depth industry experience in transportation, shipping and distribution, railways, marine and inland terminals, forestry and mining, energy and technology. His transportation practice focuses on railway and terminal rate and service strategy, negotiations, arbitrations, mediations, regulatory proceedings (Canadian Transportation Agency), policy, project management, government relations, and corporate and commercial transactions. François has testified before the House and Senate Standing Committees on Transport, made numerous policy submissions to Transport Canada and the Canadian Transportation Agency, is Adjunct Professor of Competition Law and Policy at Allard Hall, University of British Columbia, and frequently lectures and writes in the areas of merger review, monopsonization, rail carrier dominance and transportation economic policy.
