Former Infrastructure Ontario transaction legal director Katie Higgins has joined Fasken Martineau DuMoulin LLP as a counsel in its global infrastructure and projects group.
Higgins will operate from Toronto. She has worked on complex major public infrastructure projects and tackled diverse asset classes like transit, health care, development, and public safety projects.
She has advised on matters through the project lifecycle, including procurement, project pursuit, negotiation, transaction, construction, and operations and maintenance.
Global infrastructure and projects group leader Ella Plotkin said Higgins would assist the firm tackle major complex infrastructure projects in North America.
“Katie brings exceptional experience in procurement and project delivery, coupled with valuable public sector insight from her time at Infrastructure Ontario. Her addition positions us even better to meet the evolving needs of clients across the infrastructure sector,” Plotkin said in a statement.
During Higgins’ seven-year tenure at Infrastructure Ontario, she guided public owners on complex and novel procurement, construction, and infrastructure development issues and strategies.
“Ontario continues to be one of the most active infrastructure markets in North America, and Katie's experience advising on complex projects will be an asset to our clients,” said Karen Sargeant, Fasken’s Ontario regional managing partner.
Higgins highlighted the quickly changing nature of the sector.
“The infrastructure sector continues to evolve rapidly, and I look forward to supporting clients as they deliver projects that have a lasting impact on communities across Canada,” she said.
Higgins also brings experience gleaned from her time at Gowling WLG, where she was an associate focusing on commercial real estate and infrastructure/PPP law. She obtained her JD from Queen’s University’s Faculty of Law and also holds a bachelor’s degree in economics and geography from McGill University.
She was called to the Ontario bar in 2014.
Last month, Fasken elevated assistant general counsel of risk and compliance Christine Tabbert to the role of general counsel. She handles the firm’s legal affairs and legal risk management; moreover, she will help boost its governance framework and support the ongoing development of the firm’s legal, compliance and risk management functions.
