OHS Act

The major content of the Green Book is the OHS Act (also called OHSA). This provincial law requires several things from employers, such as mining companies and their supervisors and managers in ensuring their employees’ health and safety.

By using the Green Book, top heads would know what to do to comply with the OHS Act. This includes what their respective duties are, how to deal with workplace hazards, and what to do in case of an incident.

Confined Spaces

If employees work in a fully or partially enclosed space, that is both not for human occupancy and where atmospheric hazards may occur, such as a mine, the Confined Spaces Regulation may apply. Workplaces can use the Green Book to evaluate whether their enclosed spaces fall under the definition provided by the regulation. If it does apply, workplaces can also use the book to implement what is required by the regulation.

Control of Exposure to Biological or Chemical Agents

This regulation sets limits on the exposure of workers to hazardous biological and chemical agents while at work. It lists the specific exposure limits for many substances commonly found in workplaces, including dust, fumes, gases, and vapours.

As for employers, they must make sure that no worker is exposed to these substances above the set limits. They are also required to:

  • use control measures to keep exposure as low as possible
  • monitor workplace air and keep records of exposure levels
  • reduce the risk if a worker could be exposed to a substance above the limit

Mines and Mining Plants

The most relevant mining regulations in Ontario in the Green Book would be the Mines and Mining Plants. Under this regulation, mining operations must:

  • conduct risk assessments to identify hazards
  • eliminate hazards identified during these risk assessments
  • establish a management of change procedure based on these identified hazards
  • train workers on the management of change procedure
