Ella Plotkin is the Leader of Fasken's Global Infrastructure & Projects Group. Her practice focuses on project finance and development and public private partnerships. Ella has extensive experience advising on major projects in industries spanning energy, transit, social infrastructure and telecommunications. Regularly advising procuring authorities, developers, contractors, and funders, Ella assists clients with all aspects of project development and finance in the infrastructure and energy sectors. Ella’s experience includes advising Infrastructure Ontario and Metrolinx on the Ontario Line Subway Project and the North York General Hospital procurement among others, advising the Greater Toronto Airport Authority on its major infrastructure development initiatives, and advising both public and private stakeholders on a multitude of projects spanning differing procurement models in both Canada and the US.
On September 28, 2018, Windsor-Detroit Bridge Authority, a Crown corporation of the Government of Canada, reached financial close with Bridging North America General Partnership (a partnership indirectly held by ACS Infrastructure Canada Inc., Fluor Canada Ltd. and Aecon Concessions, a division of Aecon Construction Group Inc.) for the design, construction, financing, operations, maintenance and rehabilitation of the Gordie Howe International Bridge Project, a new publicly-owned international bridge crossing between Windsor, Ont., and Detroit, Michigan.
On October 21, 2016, Infrastructure Ontario (IO) and Mackenzie Health (MH) announced that financial close was reached on the new Mackenzie Vaughan Hospital in Ontario’s York Region. In August 2016, Plenary Health was awarded the fixed-price contract to design, build, finance and maintain the new hospital.
On June 21, 2016, the City of Winnipeg signed a project agreement with Plenary Roads Winnipeg Transitway LP to design, build, finance, (operate) and maintain the City of Winnipeg’s Southwest Rapid Transitway (Stage 2) and Pembina Highway Underpass project, with PCL Constructors Canada Inc. providing construction services.
On March 27, 2015, Halton Healthcare Services Corporation and Infrastructure Ontario reached Financial Close with Plenary Health Milton LP (Project Co) to design, build, finance and maintain the Milton District Hospital Redevelopment Project (the Project), located in Milton, Ontario. PCL Constructors Canada Inc. is acting as the Construction Contractor and Johnson Controls Canada LP is acting as the Service Provider for the Project.
William Osler Health System and Infrastructure Ontario reached Financial Close with Plenary Health Peel LP, an affiliate of Plenary Group (Canada) Ltd., to design, build, finance and maintain the new Peel Memorial Centre for Integrated Health and Wellness, located in downtown Brampton.
