On February 14, 2025, Plenary PCL Health successfully reached financial close on the Halifax Infirmary P3 project, a transformative expansion of Nova Scotia's Queen Elizabeth II Health Services Centre. The project is a major component of the Province’s More, Faster: The Action for Health Build plan, aimed at significantly improving healthcare services for Nova Scotians.
Plenary PCL Health is a consortium comprising Plenary Americas (developer and equity investor), PCL Investments Inc. (equity investor), PCL Constructors Canada Inc. (design-builder), B+H Architects and Arcadis (architects), Johnson Controls (facilities manager), Smith + Andersen (mechanical and electrical consultants), Univex (electrical contractor), and Modern Niagara (mechanical contractor).
The Halifax Infirmary P3 project involves the construction of a new 14-storey acute care tower featuring 216 inpatient beds, 16 operating rooms, a 48-bed intensive care unit, and an expanded emergency department nearly double the size of the current one. The project also includes new and upgraded laboratory spaces, additional treatment spaces, and state-of-the-art medical equipment. The tower is expected to be fully complete and open by fall 2031, and Plenary PCL Health will maintain the facility over a 30-year period.
The total cost of the project is approximately $7.4 billion, including the Operating Period value, as reported by Build Nova Scotia.
