Ella Plotkin is the Leader of the firm’s Global Infrastructure & Projects Group. Her practice focuses on project finance and development, banking, corporate finance and public private partnerships. With considerable experience in infrastructure development and finance, Ella’s expertise spans Canada and the US, as well as emerging markets. Regularly advising lenders, developers and contractors, Ella assists clients with all aspects of projects and project finance in the infrastructure, energy, telecom and natural resource sectors. Ella has advised the winning consortium on P3 projects including the US36 Express Lanes/Bus Rapid Transit Project, the Pennsylvania Bridges Project, the State Street Redevelopment Project (Indiana) and Merced Campus (UC) Project (CA). She also advised the lenders to the winning consortium on the Waterloo Light Rail Project, and the Eglinton Crosstown LRT Project as well as other numerous civil infrastructure and social infrastructure projects across Canada and the US.
On September 28, 2018, Windsor-Detroit Bridge Authority, a Crown corporation of the Government of Canada, reached financial close with Bridging North America General Partnership (a partnership indirectly held by ACS Infrastructure Canada Inc., Fluor Canada Ltd. and Aecon Concessions, a division of Aecon Construction Group Inc.) for the design, construction, financing, operations, maintenance and rehabilitation of the Gordie Howe International Bridge Project, a new publicly-owned international bridge crossing between Windsor, Ont., and Detroit, Michigan.
On October 21, 2016, Infrastructure Ontario (IO) and Mackenzie Health (MH) announced that financial close was reached on the new Mackenzie Vaughan Hospital in Ontario’s York Region. In August 2016, Plenary Health was awarded the fixed-price contract to design, build, finance and maintain the new hospital.
On June 21, 2016, the City of Winnipeg signed a project agreement with Plenary Roads Winnipeg Transitway LP to design, build, finance, (operate) and maintain the City of Winnipeg’s Southwest Rapid Transitway (Stage 2) and Pembina Highway Underpass project, with PCL Constructors Canada Inc. providing construction services.
On March 27, 2015, Halton Healthcare Services Corporation and Infrastructure Ontario reached Financial Close with Plenary Health Milton LP (Project Co) to design, build, finance and maintain the Milton District Hospital Redevelopment Project (the Project), located in Milton, Ontario. PCL Constructors Canada Inc. is acting as the Construction Contractor and Johnson Controls Canada LP is acting as the Service Provider for the Project.
William Osler Health System and Infrastructure Ontario reached Financial Close with Plenary Health Peel LP, an affiliate of Plenary Group (Canada) Ltd., to design, build, finance and maintain the new Peel Memorial Centre for Integrated Health and Wellness, located in downtown Brampton.
