Tobor is a partner in the firm’s Construction and Infrastructure Specialty Group. He has several years of experience in advising and leading on P3/AFP projects in Canada, the United Kingdom and West Africa, with particular emphasis on the health care, education and transportation sectors. Tobor also has extensive experience in M&A and private equity transactions (especially regarding the secondary P3 market), as well as joint-venture and partnering arrangements. Tobor led the team advising the successful proponents in closing a number projects including the Southwest Calgary Ring Road Project, Penticton Hospital Project, Highway 407 Phase 2 Extension Project, Alberta Schools Alternative Procurement II Project, the Alberta Schools Alternative Procurement III Project in Alberta, the Kelowna/Vernon Hospital Project and both 407 Extension Projects in Ontario. Tobor is currently advising shortlisted proponents and lenders on a number of projects in the US, Ontario, Québec and NWT, including the Confederation Line LRT Project, Hurontario LRT Project, Tlicho Highway, Alabama I–10 Project, Georgia Broadband Project, Gatineau 2 Project and the Trillium Ottawa LRT Project. He was called to the Bar in 2008 (Ontario) and 1994 (England and Wales).
