Elizabeth Mayer brings a depth of experience to infrastructure projects, having advised the Province of British Columbia on two of the earliest PPP projects in Canada. She has acted for bidders, contractors, lenders, and public authorities on a wide range of projects giving her a strong understanding of a wide variety of infrastructure projects and delivery models and enabling her to provide clear, commercial advice. In recent years, Elizabeth has focused on collaborative contracting. She advised Infrastructure BC and Island Health on the first vertical alliance project in Canada, the Cowichan District Hospital, helping develop the key alliance documents and helped structure the highly collaborative procurement process. She later advised the Province on collaborative contracts for reinstating various highways washed out by the atmospheric river in 2021 and has advised on a further two hospital alliance projects. Her broad experience allows Elizabeth to advise clients on a variety of issues, including establishing a target price, assessing reimbursable costs, assessing how much risk each party should accept and how a painshare-gainshare mechanism should operate. Acting both for the public and private sector sides allows her to bring different perspectives to these projects.
