OSC names new Capital Markets Advisory Committee’s inaugural members

OSC names new Capital Markets Advisory Committee’s inaugural members

The Ontario Securities Commission (OSC) has announced the inaugural membership of its new Capital Markets Advisory Committee (CMAC), co-chaired by Susan Greenglass, the OSC’s executive vice president for regulatory operations, and Naizam Kanji, the OSC’s EVP for strategic regulation. 

According to the OSC website, CMAC’s members for September 2026 to September 2027 also include: 

  • Joseph Bastien, associate director, inclusive economy, at the Shareholder Association for Research and Education (SHARE) 
  • Chad Bayne, Osler partner and founder and co-chair of the firm’s emerging and high growth companies practice group 
  • Carlos Cardone, managing director, investor economics, at ISS STOXX
  • David Cusson, chief executive officer of Ventum Financial Corp
  • Clare Devlin, managing director, active ownership, at CPP Investments
  • Rhonda Goldberg, EVP and general counsel at IGM Financial Inc.
  • Margaret Gunawan, managing director, general counsel, Americas (ex-US), at BlackRock Canada
  • Arne Gulstene, head of issuer services at Computershare Canada
  • Mohit Talwar, partner at Maverix Private Equity
  • Rajeeve Thakur, vice president, regulatory affairs and enterprise compliance, at TMX Group Limited
  • Katie Walmsley, president at Portfolio Management Association of Canada (PMAC) 

The experience of these members has spanned legal and regulatory affairs, asset management, private equity, investment banking, public issuers, market infrastructure, and emerging innovation areas. 

“Their perspectives will help inform our regulatory approach as Ontario's capital markets continue to evolve and remain responsive to emerging risks, opportunities and investor needs,” Greenglass said. 

“The expertise of CMAC members will help us identify long-term trends, support innovation and ensure Ontario remains a leading destination for investment and capital formation,” Kanji added.

About Capital Markets Advisory Committee

Established on a pilot basis, CMAC is a senior-level advisory forum for strategic insights on developments, issues, and opportunities impacting the province’s capital markets. During the pilot period, CMAC members will serve for a year. 

“Ontario's capital markets are operating in an increasingly dynamic and competitive global environment,” Kanji said in the OSC’s news release

“The Capital Markets Advisory Committee provides an important forum for dialogue with experienced market participants and industry leaders,” Greenglass added. 

The OSC shared that the selection of CMAC members, conducted through a competitive application process, drew interest from players within the province’s capital markets. The OSC expressed gratitude to all applicants.

In late June, the OSC released its 2026 annual service commitment review, including a summary of changes as of July 1, providing the expected timelines for market participants, such as investors and registrants, when interacting with the OSC.
