There is a lot written between the lines of a CLO reporting line. Who you report to shapes what rooms you get into, what decisions you are consulted on, and, as the numbers show, what your role is worth.
Why does the CLO reporting line matter so much in 2026?
84% of Chief Legal Officers (CLOs) now report directly to the Chief Executive Officers (CEOs). This is according to the 2026 ACC Chief Legal Officers Survey by the Association of Corporate Counsel and FTI Consulting, conducted between September and November 2025 across 1,049 respondents in 43 countries.
That figure marks a five-point jump from the previous year and the highest in the survey’s eight-year history. The CLO reporting line has moved from a governance preference to a structural baseline, and this signals where the legal function is now at in an organization’s decision-making hierarchy.

What does reporting to the CEO actually change?
Direct access to the top executive changes what gets discussed and when. According to the same 2026 ACC CLOs survey:
- 74% of the CLOs now provides proactive strategic counsel, which is beyond their “reactive “gatekeeper” role”
- 47% of the CLOs report deeper involvement in board-level discussions and C-suite planning than in previous years
The areas where CLOs say their input has grown are telling:
- 65%: enterprise-wide risk management
- 47%: cybersecurity and data privacy strategy
- 44%: mergers and acquisitions strategy, and
- 42%: innovation and AI strategy
Self-reported impact of CLOs
The CLOs’ three largest areas of self-reported organizational impact are the following:
- 30%: risk management
- 25%: advising the CEO
- 24%: contributing to business strategy
Altogether, it accounts for 79% of their reported influence. That concentration confirms the role has shifted from reactive legal support to something closer to a strategic advisory function at the executive level.
How are CLOs managing teams and external counsel differently?
The internal picture, according to the same 2026 ACC CLOs Survey, looks like this when it comes to CLOs managing teams and external counsel:
- 35% of CLOs cite budget and resources as their single greatest barrier to departmental success
- 19% cite talent and staffing as their top barrier, while 56% expect no change to lawyer headcount in 2026
- business acumen is the top skill development priority for departmental lawyers, chosen by 68% of the respondents
- technological fluency for departmental lawyers surged 17 percentage points to 34% in a single year
On external resourcing, outside counsel use jumped to 48%, while consultant use rose to 27%. Other data on external resourcing include:
- 14% of Canadian organizations changed their outside counsel evaluation criteria in response to US political developments, which is above the global average of 13%
- of those Canadian organizations, 41% added new political and reputational risk categories to their vetting process, while 37% ended relationships with specific firms
What is the reporting line worth in Canada?
Canada’s CLO reporting line to the CEO has climbed steadily, from 63% in 2019 to 77% in 2026, according to the same 2026 ACC CLOs Survey. As such, the compensation data shows why the structure matters.
Another important survey is the 2026 Canadian In-House Lawyer Salary Report, presented by Counselwell and ZSA Legal Recruitment. Here, data on general counsel roles and compensation are laid down as follows:
- expanded roles vs. legal work focused: those with expanded roles average approach or exceed $290,000 nationally, while those focused solely on legal work average approximately $252,000
- direct reports vs. no director reports: general counsels with five or more direct reports average $343,138 nationally, but those with no direct reports average $243,400
The scope premium does not spread evenly across seniority levels, but it concentrates at the top.
