Carl DeLuca appointed general counsel and corporate secretary at Hemlo Mining

Carl DeLuca has been named general counsel and corporate secretary at Hemlo Mining Corp. as part of several leadership appointments.

DeLuca brings over 25 years of legal and public company experience, executing business-critical transactions like complex mergers and acquisitions, joint ventures, and financing transactions. He has spearheaded cross-functional teams and managed external counsel budgets.

He has advised boards on corporate governance, securities law and regulatory compliance matters, according to LinkedIn. He has tackled transactions in Asia, Europe, and South America.

Before joining Hemlo Mining, DeLuca was general counsel and corporate secretary at EV battery recycling business Li-Cycle Holdings Corp. for five years. He also worked with Detour Gold Corporation in the same position from February 2019 to February 2020.

He was head of legal, corporate and assistant secretary at global base metals business Vale, where he spent 13 years of his career. During his tenure, he was also head of legal, North America and UK operations as well as deputy general counsel and assistant secretary.

As a private practitioner, DeLuca was an associate on Osler, Hoskin & Harcourt LLP’s corporate, securities, and M&A team in Toronto. He seconded at the firm’s New York office for two and a half years.

He obtained his LLB from the University of Windsor, holds an H.B.A. from Western University’s Ivey School of Business, and has a B.A. from Huron University College.

Other leadership appointments

Hemlo Mining also named Lindsay Newton as finance vice president. She gleaned financial leadership experience from the mining and natural resources sector, having handled financial reporting, treasury and cash management, financial planning and analysis, insurance and risk management, internal controls, tax, and regulatory compliance. Like DeLuca, she previously worked with Li-Cycle Holdings and Detour Gold.

Mike Tsafaras was appointed engineering and projects vice president. The mining engineer has worked on underground and open-pit operations for almost 20 years. He was mine planning (technical services) director at Eldorado Gold.

Hemlo Mining president and CEO Jason Kosec confirmed that the company intended to bolster its executive team further in 2026.
