On July 10, 2025, EllisDon and PCL Healthcare Partners, through the Trillium M Project Co General Partnership, entered into an agreement with Trillium Health Partners and Infrastructure Ontario to design, build, finance, and maintain the Peter Gilgan Mississauga Hospital and Shah Family Hospital for Women and Children in Mississauga, Ontario. The fixed-price contract is worth approximately $13.9 billion and represents the largest healthcare public-private partnership (P3) project in Canadian history. The new hospital will have over 950 beds, modern infection prevention and control standards, and one of the largest emergency departments in the country, with substantial completion targeted for 2033.
The lenders' syndicate included National Bank Financial, TD Securities Inc., ATB Financial, Desjardins, Caixabank, RBC, TD, and National Bank of Canada. Trillium M Project Co General Partnership is a consortium comprised of EllisDon Capital Inc., PCL Investments Inc., Plenary Americas LP, and Fengate Capital Management Ltd.
Osler, Hoskin & Harcourt LLP advised the consortium as Canadian counsel, with a team led by Chris Bennett that included Tobor Emakpor, Marta Rochkin, Lucas Colantoni, Katie Frederickson, Tearney Johnston-Jones, Rosalind Hunter, Brett Anderson, Will Heisey, and Rob Valentini. Stikeman Elliott acted as designated lenders' and debt arrangers' counsel to the consortium, with a team comprising Jamie Templeton, Joel Dueck, Krista Bauman, and Parker McKibbon (Projects), Shawn Blundell and Jamie Siedel (Securities), and Mark McElheran (Derivatives). Winston & Strawn LLP acted as US counsel to the lenders.
